The isolated, friendless regime of Isaias Afwerki will find few international protectors against Ethiopia’s military incursion.

Ethiopia’s military incursion into neighbouring Eritrea, reinforced by weekend follow-up attacks, has received remarkably little international attention – and no outright condemnation, in the west at least. Britain said it was “deeply concerned” but declined to censure Addis Ababa. The US piously urged “restraint”. Eritrea’s demand that the UN security council punish Ethiopia has been met by deafening silence.

Such insouciance over an unprovoked assault by one sovereign state on another would be hard to imagine if, say, Argentina sent troops back to the Falklands, or Russia decided to finish the job in Georgia. But the isolated, friendless Eritrean regime of President Isaias Afwerki, the subject of UN and regional sanctions, is an easy target. And Meles Zenawi, Ethiopia’s prime minister, is a key US “war on terror” ally. Hence the diplomatic silence (which Eritrea interprets as connivance).

Isaias Afwerki is a piece of work, as Americans say. Cables sent from the US embassy in Eritrea’s capital, Asmara, by the then American ambassador, Ronald McMullen, and first published by WikiLeaks and the Guardian in December 2010, described the country Isaias has run with an iron fist since independence from Ethiopia in 1993 as a basket case: “Young Eritreans are fleeing their country in droves, the economy appears to be in a death spiral, Eritrea’s prisons are overflowing, and the country’s unhinged dictator remains cruel and defiant,” McMullen wrote. “The Isaias regime is very good at controlling nearly all aspects of Eritrean society.”

But it is the regime’s malign meddling in its neighbours’ affairs, not its ruinous domestic record, that has incurred most western opprobrium. Asmara stands accused of backing the al-Qaida-affiliated Islamist militants of al-Shabaab in Somalia, supporting anti-western or insurgent groups in Djibouti, Uganda and Sudan, and giving safe haven to Ethiopian rebels – the stated reason for last week’s Ethiopian ground incursion. Asmara denies all the allegations.

An outspoken report by the UN monitoring group on Somalia and Eritrea concluded that:

“Both countries, in very different ways, serve as platforms for foreign armed groups that represent a grave and increasingly urgent threat to peace and security in the Horn and East Africa region …

Asmara’s continuing relationship with al-Shabaab appears designed to legitimise and embolden the group rather than to curb its extremist orientation or encourage its participation in a political process. Moreover, Eritrean involvement in Somalia reflects a broader pattern of intelligence and special operations activity, including training, financial and logistical support to armed opposition groups in Djibouti, Ethiopia, the Sudan.”

The UN report said Eritrea’s behaviour should be viewed in the context of its unresolved border dispute with Ethiopia, a legacy of the 1998-2000 war between the two countries, and the resulting insecurity felt in Asmara about its giant neighbour’s intentions. But it also said:

“[Eritrea’s support for groups such as al-Shabaab] is also symptomatic, however, of the systematic subversion of the government of Eritrea and party institutions by a relatively small number of political, military and intelligence officials, who instead choose to conduct the affairs of state via informal and often illicit mechanisms, including people smuggling, arms trafficking, money-laundering and extortion.

“Such irregular financial practices, combined with direct financial contributions from ruling party supporters and some foreign states … help to explain how a country as poor as Eritrea manages to sustain support for a variety of armed opposition groups across the region. From 2011 onwards, Eritrea’s newly emerging mining sector – especially gold – is likely to become the country’s principal source of hard currency.”

These damning conclusions included assertions that Eritrea plotted bomb attacks in Addis Ababa at the time of the 2011 African Union summit. Taken as a whole, they led directly to a new round of UN sanctions on Eritrea, agreed by the security council in December, that included new constraints on international mining companies.

The latest US state department human rights report makes life in Eritrea sound like hell on earth – an impression a brief visit in 2008 did little to dispel. It said:

“Human rights abuses included abridgement of citizens’ right to change their government through a democratic process; unlawful killings by security forces; torture and beating of prisoners, sometimes resulting in death; abuse and torture of national service evaders; harsh and life-threatening prison conditions; arbitrary arrest and detention …

There is no due process and persons remain in jail for years. The government severely restricted freedoms of speech, press, assembly, association, and religion. The government also limited freedom of movement and travel for all citizens.”

Coincidentally or not, these findings were broadly endorsed last week by a joint statement by more than 40 countries to the UN human rights council. Ethiopia’s Meles, who had already expressed support for regime change in Asmara, was doubtless emboldened by this further confirmation of Eritrea’s pariah status. Last week’s incursion followed swiftly.

It is hard to make a case in defence of the Eritrean regime. Recent reports suggest its al-Shabaab allies in Somalia, under pressure from Kenyan and Ethiopian forces in the south, are shifting their operations northwards into semi-autonomous Puntland while mounting terror attacks in Nairobi and seeking links with like-minded elements in Yemen. Seen this way, Eritrea is fuelling a spreading regional war.

All the same, invading other people’s countries, however objectionable their behaviour, is wrong in principle and usually ill-advised in practice. While Eritrea says it does not want another war with Ethiopia, it can be expected, on past practice, to hit back covertly in unconventional and asymmetric ways. And thus the downward spiral accelerates.

    “Ethiopia will take whatever means necessary to topple the regime in Asmara, but a full-scale war is unthinkable. I believe these type of incidents will happen again.”
    The Ethiopians will weaken the already crippled Hgdef regime further through radio propoganda, cross border attacks and missile strikes, just to shake its Asaw-bokbak base. This will drive the mentally challenged Issaias even crazier. Hgdef will inturn intensify more repression and mass arrests of Eritreans which will lead to division and mistrust among the ruling class.
    At last, Meles will be “begged” by the African Union to “intevene and help” the Eritrean people.
    Meles have ample time to wait and significant resources to get what he wants. He is in a better diplomatic position to accomplish his goals. It is unlikely, he will rush to repeat Haileselasie but he knows very well what to do and what he wants.
    He is very smart and patient like a good Abyssinian Red Fox. He knows how to hunt.
    Politics is a good game, and he knows how to play it very well.

    The regime in Eritrea waged wars on all neighbors with the exception of Saudia. Even with the latter, they had started to make threats, raising some issues related to sea border between the two countries. Internally, they built more prisons than schools. The prisons are underground chambers where the victims are kept indefinitely until they die and are buried without notifying the families. The young are sent to labor camps to construct roads that are mostly washed away by torrential waters and for safety reasons are not used. The prison population in Eritrea is growing every year. There are no ways to know the figures, but some people think a rough estimate is above 50 thousands. For the first time in Eritrean history, elderly ladies are sent to prisons. The young are trying to find a better life some where else, so in the last ten years hundreds of thousands left the country. That is why the regime in Asmara is saying it’s going to war with Ethiopia. Eritrea has no army that can defend it. The brutal regime has killed Eritrean nationalism.

    What factors do you consider if you are asked to choose between two evils? I asked this question because we, these days, find ourselves caught between a rock and a hard place. Do we have to accept, even support Ethiopia’s military adventure, or see the incursion with suspicion, or a grain of salt if you will.

    Many of us want PFDJ to go. Ethiopia delivered one way among many alternatives of removing PFDJ yet some of us oppose the method but not the outcome. Can we do a cost benefit analysis. What might be the cost? The extent of future adverse implication of Ethiopia incursion is not known with certainty. The last rhetoric question one might ask is this :Will Ethiopias action embolden others including Eritrean opposition to take action to challenge PFDJ.

    One thing , however, is clear : Ethiopians and many Eritreans including myself agree on one thing: the removal of PFDJ. What we seem not to agree about is the means by which PFDJ is removed.

      Discussing about the current progress occured with sudden surprise to most of us,
      I think there is a bit of misconception to the matter. Ethiopia’s military provocation
      as they stated is in response of Eritrea’s harboring Ethiopian militants who waged
      war against them. Having their own problems with Somalia, I don’t think they will
      go after DIA because they know better not to engage militarily in onother front. So
      far I believe they will keep harrasing with their tactics. Truly speaking the only one
      who can bring change is Eritreans by themselves. People back home could not ask
      for perfect opportunity more than this not to rise-up for their cause of freedom and
      democracy. At this critical moment, majority of Eritreans inside or outside the country,
      our neighbors and international world are eager to support any revolutionary move
      within it’s nationals if any action happened to take place to topple the dictatorial
      Regime. It is common sense whenever a leader deceive his own people no outsider
      would be comfortable to have an association with him and his fate would end
      the same like others of his type.

    If Ethiopia can send it’s troops deep in Eritrea what does it all mean? Eritrea has decided to eat the humble pie and take it on the chin. Will Issayas ask the Ethiopian armed groups to vacate? Meles is going to feel confident and will want to humiliate his arch enemy. But mostly Meles’ pay masters Obama and company want Issayas to be handed his pink slip. After all, Sarkozy still sent his jets even after crazy Gaddafi gave him protection money in the tens of millions. Issayas squandered the good will people had for him. Now he is alone and fighting even with dead corpses. How sad, he trusts no one, he is weak. This is a man who took a devoted patriotic people for a ride. Now is time to give him the royal middle finger. He did not lift a finger when young women and men were dying by the hundreds in the high seas of the Mediterranean. The young have become a merchandise for organs or enslaved until a ransom is paid. All with the full knowledge and cooperation with some military commanders. He reminds me of a drunkard who beats and abuses his wife and children but is abused in turn by his buddies. Ethiopia is now militarily strong and will be able to overthrow him. He has got no friends left and no fools to fight for him. His ardent supporters are just as picky and spoiled as him. They are not the West. No fools.
