ብመሰረት ኣብ 1951 ዝተኸተመን ኣብ ዓንቀጽ ሓደ ሰፊሩ ዘሎን ኣህጉራዊ ውዕል ኣተሓሕዛን መሰላትን ስደተኛታት፡ ብኩናት፡ ብጥሜት፡ ብግጭት ሃይማኖትን ዓሌትን ካልእ ጠንቅታትን ኣብ መበቆላዊ ዓዶም ብሰላም ዕለታዊ መነባብሮኦም ክመርሑን ህይወቶም ከድሕኑን ንዘይክኣሉ ዜጋታት፡ ኣብ ካልእ ሃገር ናይ ምንባር ዑቁባን መባእታዊ ሓለፋታት  ክረኽቡን መሰል ኣለዎም። ኩለን ነዚ ውዕል ክታመን ዘንበራ ኣባል ሃገራት ድማ፡ ንስደተኛታት ክቅበላን መሰላቶም ከኽብራን ግዴታ እምበር፡ ፈትየን ዝትግብርኦ ጸሊአን ዝጥንጥንኦ ሰነድ ኣይኮነን። ኣብዚ እዋን’ዚ፡ ኣብ ዝተፈላለየ ኩርናዓት ዓለም፡ እንተስ ሰብ ዝሰርሖ እንተስ ብባህርያዊ ሓደጋታት፡ ብኣማኢት ኣሽሓት ዝቁጸሩ ኣህዛብ፡ ኣደዳ ሞት፡ ካብ ንቡር መነባብሮ ምፍንቃልን ማሕበራዊ ቅልውላውን ኮይኖም ኣለዉ። እቲ ዝበዝሐ
