More often than not they reckon in terms of their political capital that can keep them in power. It is a rarity to find leaders who take confidence in their critical, measured opinion of their followers when circumstances demand.

Such debates will have a positive impact on politicians and policy makers of both countries as well as an influence on the peoples of the Horn of Africa.
