Eritrea: Human rights central to brighter future, says expert

NEW YORK (24 October 2018) – Eritrea’s recent peace deal with Ethiopia is positive for bilateral relations and the region, but much remains to be done on human rights and allowing full participation in rebuilding the country, a UN human rights expert said today.

“The Eritrean Government continues to lock up or forcibly disappear dissenting voices, thus silencing analytical discussions and critical debates,” the Special Rapporteur on human rights in Eritrea told the General Assembly. “Without any space for the Eritrean people to participate in shaping the country’s future, there is little scope for progress,” Sheila B. Keetharuth said in a report. “Human rights must be put at the heart of peace.”

The Special Rapporteur said July’s peace declaration ending two decades of conflict between the African nations should be celebrated as potentially improving human rights in Eritrea. “Whether it will also transform the relationship between the Government and the Eritrean people as far as human rights are concerned remains to be seen,” Keetharuth said.

The Special Rapporteur said so far Eritrea’s overall legal and institutional context remains unchanged. She said the country still lacked a constitution and an independent judiciary and had no legislative assembly or institutionalised checks and balances protecting citizens from abuse of state power. An environment without free press or avenues for citizens to express their opinions is compounded by non-respect for the rule of law and existence of weak institutions. “The people of Eritrea have seen little improvement in their human rights,” Keetharuth said.

Since the border between Eritrea and Ethiopia opened last month, the number of Eritreans seeking asylum in Ethiopia has spiked. According to the latest UNHCR figures, between 12 September and 12 October 2018, a total of 9,905 refugees were registered.

The average daily rate of arrivals has jumped from 53 to more than 300. A key reason cited for leaving Eritrea continues to be the indefinite military/national service. Despite the peace with Ethiopia, the Eritrean Government is yet to announce if it intends to limit conscription to the statutory 18 months and whether it plans any demobilisation.

The Special Rapporteur said Eritrea should implement its 1997 Constitution to build a solid national legal framework and a society governed by the rule of law. “Such enactment would also demonstrate that Eritrea takes the responsibilities attaching to its membership to the Human Rights Council seriously,” Keetharuth said.

“Eritrean authorities will also need to take stock and account for the violations of the past. Justice and accountability are twin pillars, reinforcing each other, on which peace can be built, strengthened and security achieved,” she said. “The impunity enjoyed by perpetrators of crimes against humanity and human rights violations must be addressed through effective measures, the more so at this particular moment in time, for lasting and sustainable peace.”

From 2014 to 2016, she also served as a member of the Commission of Inquiry on Human Rights in Eritrea.     Well done Sheila – a very good article and more crucially a factual one. You have done a wonderful work for the Eritrean people. Who knows a road may be named after you in the centre of Asmara when Isaias returns to his home country of Ethiopia where he belongs.

The truth is they are woyane themselves and the 1998 war was a contrived war to bring about the current decimation of our country and our people, of which the evidences speak for themselves:

          1.. the alleged flash point of the war, Badme, had been deliberately handed over to woyane in 1985 for this purpose.
          2. Isaias afewerk did not notify UNSC as international law demands before the alleged counter offensive. Neither did he invite international media to witness the incident. As a matter of fact, just after he ordered the army to start the war, he left for Saudi Arabia
          3. He could not provide any evidences to support his claim of woyane invasion when asked by Eritrean Ethiopian Claim commission, who subsequently found him guilty of starting the war
          4. He singlehandedly conducted the war excluding all the war tested Eritrean military Generals and purposely led Eritrea to defeat.
          5. Allowed woyane troops to penetrate deep into Eritrean territory and attacked Eritrean GashBarka Fronts from their rearguard with devastating consequences
          5. He ordered Eritrean Asseb Front to withdraw. Had they complied Asseb would have fallen to woyane hands.
          6. He ordered Eritrean Zalambesa Front to prematurely abandon their position under the pretext of peace and exposed them to be slaughtered by woyane soldiers..

          It is not by accident either but by design that the presidential advisor, the minister of information, the security minister, the economic de facto minister etc. are all of tigrai descent like isaias himsel. Obviouly, these are the tip of the iceberg. Very soon in the wake of his demise, we will know how much our country has been usurped by these enemies. Lucky Ethiopia has already been freed of these vermins. We will too. We Shall Triumph, No Doubt Very Soon.

    I am/do not arguing/argue there are/were not Human rights problems in Eritrea. But I just am arguing the way Dr. Sheilla is held and treating the Human rights in Eritrea. As we all understand Human rights:

    Human rights are the rights possesses simply because he or she is a human being and are held by all persons equally, universally, and forever. Human rights are indivisible. Human rights are interdependent: all human rights are part of a complementary framework.
    To violate someone’s human rights is to treat that person without dignity as though she or he were not a human being; the same to treat one country and government, and leaders. To advocate for human rights is to demand that the human dignity of all people, country and government be respected. In claiming these human rights, everyone also accepts the responsibility not to infringe on the rights of others and to support those whose rights are abused or denied.
    Human rights are both inspirational and practical. Human rights principles hold up the vision of a free, just, and peaceful. We experience our human rights every day when we worship; when we debate and criticize government policies; when we travel to other parts of the country or overseas. Although we usually take these actions for granted, people both here in our country and in other countries do not enjoy all these liberties equally.

    Human rights violations occur when a parent abuses a child, when a family is homeless, when a school provides inadequate education, when women are paid less than men, or when one person steals from another and as the same way trafficking humans in the name of human rights and so on. Thus I believe human rights are an everyday issue and national and international law recognizes all these cases.

    Hence, if you/we witness law enforcement or other government actors violating these rights, there are a number of things you/we can do to stop the violations. Your/our ability to trigger a change in policy or prevent further human rights violations depends to a large extent on getting other governments and international organizations to take an interest in the problem solving genuinely
    .
    However, as highlighted in the report, how protection is operationalized in practice is contested in certain contexts. The challenge is to devise strategies to ensure that in all circumstances the protection of human rights and engagement in humanitarian action are mutually reinforcing rather than traded off against the government of Eritrea biased with. And these perceived dilemmas and corresponding procedures for her all responses explicitly. To this end, a reiteration and further strengthening extending to the Woyane type regime change by the Shella ways of protection the human rights in Eritrea affected and sharpness the crises is very crucial

      Dr. Sheila is a hired UN employee and as we all know the UN is not be a free entity. As we all know the UN is funded by members’ dues, which are based upon each country’s individual wealth and ability to pay. The United States is the largest contributor to the UN, paying 22% of the organization’s regular assessed budget. Thus, due to unpropitious pays and other cases the roles and regulations of the UN are constantly challenged.

      In other words the United Nations human rights machinery system is at risk of abuse due to the many pressures arising from concurrent delegates warned, as they debated the Organization’s special procedures and mandates.To use these criteria is obviously difficult. There are clearly no powers common to all nations insofar is different, and the powers that are attributed implication will therefore enormousness
      .
      Instead dialogue should be conducted on the basis of equality and mutual learning pursued in an open, inclusive manner, the politics surrounding human rights instruments is/was addressed by Super power’s representative. Hence, since the Eritrea’s cases notably turning from the broader political context and then the chaotic flux of migration had reinforced the operating of the specific situations that United Nations special procedures sought to address the problem must be seen as a consequence of the very special characteristics of regional situation. However, Sheila played/is playing double standards on human rights issues, and interference in Eritrean affairs under these pretexts.

    SECURITY COUNCIL

    Security Council Committee on Somalia and Eritrea Considers Final Reports of Its Monitoring Group
    On 12 October 2018, the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea held informal consultations to consider the final reports of the Somalia and Eritrea Monitoring Group (SEMG), submitted pursuant to paragraph 48 of resolution 2385 (2017). The Committee further discussed the recommendations contained in the final report on Somalia. Both final reports are expected to be transmitted to the Security Council on 8 November 2018. Committee members expressed appreciation and support for the work of the SEMG.

    The Committee also held an exchange of views with the delegations of Somalia and Eritrea, respectively.

    During the course of the discussions, Committee members welcomed the efforts of the Federal Government of Somalia in complying with the partial lifting of the arms embargo and encouraged reinforcing those efforts, including by strengthening cooperation with the SEMG.

    Committee members recalled that the arms embargo served to limit the flow of weapons to Al-Shabaab, which remains a threat to the peace and stability of Somalia and the region, while allowing the Federal Government of Somalia to build the capacity of its security forces.

    Committee members welcomed the positive political developments in the Horn of Africa region, under the new leadership in Ethiopia.

    They expressed appreciation for the meetings of Eritrean authorities with the Committee Chair and with the SEMG Coordinator.

    They underlined the importance of efforts to achieve the normalization of relations between Eritrea and Djibouti and encouraged the two countries to continue to engage in meaningful dialogue.

        Eritrean president due to arrive in Mogadishu

        MOGADISHU (Halbeeg News) – Eritrean president Isaias Afweki is expected to arrive in Mogadishu barely two weeks after a delegation from his country visited Somalia to deepen the bilateral relations of the two countries.

        Sources privy to the visit of the president told Halbeeg News that a high-level delegation by the president will be arriving in Mogadishu to hold a high-level meeting with Somali leaders.

        The sources said the visit by President Afwerki to Somalia bears significance on bilateral relations and show how the countries are determined to advance their cooperation.

        The visit of President Afwerki comes two weeks after a delegation led by Eritrean Foreign Minister Osman Saleh reached Mogadishu to help improve bilateral relations between the countries.

        The Somalia – Eritrea thaw in relations comes after that of Ethiopia and Eritrea, which even saw about two decades of hostilities normalized.

        Both Eritrea and Somalia have not had diplomatic ties for nearly 15 years, in particular, because of Asmara’s alleged support for Al-Shabaab group.

            You’ve heard the phrase, “United We Stand, Divided We Fall.” I’ve been wondering lately how many of our problems can be blamed on a lack of unity and reconcilliation. When asked what we thought was the biggest problem facing Eritrean. Lack of unity and reconcillation. Eventhough this answer intrigued me because I see the same problem every where today, but I tend to focus on the lack of unity among us.
            Do we need to work together towards our common good? Do we need to come together and declared in one voice and heart, ‘It’s time that we stopped fighting amongst ourselves and started to truly work together, for the good of our people and country’. No. No. And No again we need to build a greater sense of unity among us especially those living in the civilized democratic counties.
            Why is it so hard for us, even respect, love each other and work together? I believe the answer lies in where we are looking for our sense of worth and security. If we find peace and security, we’ll have no reason to distance ourselves from each other. What happens when we unite towards our common good? How would Eritrea change? Wisdom comes with reflection upon our experience regardless of our role.
            Some days we want to stand up and shout, “What’s wrong here! what’s wrong with us? Why do we bother coming into one if we’re going to treat each other like strangers, even rivals?
            Where destruction is the motive, unity is dangerous.
