(CBC)A Canadian chartered bank being used in Eritrea’s controversial tax collection scheme is being urged to get out of it, CBC world affairs correspondent Rick MacInnes-Rae reports today from Winnipeg.

The UN says Eritrea relies on threats and coercion to extract two per cent of the income from Eritrean citizens in Canada. In Winnipeg, the money is then funnelled to the East-African dictatorship via Toronto-Dominion Bank, documents obtained by CBC News show.

They show two branches of TD Bank are favoured by the man Eritrea designates to deal with the diaspora.

TD Bank is his vehicle for wiring money to the DZ Bank in Frankfurt, Germany, which routs it to a bank owned by the ruling party in Eritrea, a country under UN sanction for supporting armed insurgents in east Africa, MacInnes-Rae reports.

Ghazae Hagos, of the Eritrean-Canadian Human Rights Group of Manitoba, says Eritrea is moving the money through banks instead of its Toronto Consulate to sidestep Canada’s recent ban on moving it through the consulate in Toronto.

Contacted by CBC News, the banks were terse.

TD issued a brief email saying it’s complying with all applicable laws and is “investigating the claims addressed by the CBC.”

The bank said it has “rigorous controls to ensure we comply with Canadian economic sanctions regulations.”

That theme was echoed by the DZ Bank, the bigger link in the chain since it deals directly with Eritrea, even though the German government frowns on the tax collections, MacInnes-Rae reports.

“All the transactions we carried out” DZ says, “were in compliance with the provisions of the European Union and the embargo regulations.”

Neither bank responded to requests for interviews.

    This is mainly due to lack of capacity of leadership-they were not ready and provide training to all fighters how could to administer the public. they had some experience with the opportunities of managerial problem of Dergue to made only on war. Public administration and war have different approaches. and some time the fighters were not trained with urban management and public at large. In order to administer people we need to know the history of our self and others history in detail. We are also expected to respect the rule of law specially human right. No one know basic pillar of governance. That is way most Eritrean was confused on the meaning of independence in comparison with the previous governance under Ethiopia. In all dimensions life of Eritrean under the administration of Ethiopia was best. More ever, If you make comparison with the previous colonies life is worst under the fake independence PFGHD days more than any one else whether Turkish, Britain and Italy. The worst life is on the colony with our indigenous people PFDJ. So please we have to speak,write and read the truth. Are we getting such rabish life during the former Ethiopian life. we were respected and engaged on the standard offices, sensitive and profitable business in the whole towns of Ethiopia . At that time no one Ethiopian were rich than Eritrean. The People and the governor of Ethiopia were giving high respection to Eritrean.We know all of this and it was the recent phenomena. How can we forget this life in every office of Bank, tel ,electricity, airlines, high level truck drivers and owners and managerial activities, hotel and services were all most all belongs to Eritrean those who was living in Ethiopia.     We like or don’t like the government it doesn’t matter. I pay my 2 percent no matter what because that’s not for the government to have fun with it but to my country and my people to at least do what they can, like build briges ,roads dam and so on. For those of you say we don’t know where the money goes, it’s not right because your money went to to build Gersen, schools roads and so on. So what I am saying is no government or human being can stop 2percent. They can only make it difficant to pay but still we can pay it by any means. They want to starve our people so bad but we will not let them. We are Eritreans we don’t knee down for nobody.

      If you want to pay the 2% willingly, it is your business, nobody should block you from doing so. But I would like to make the following points.
      As a citizen I have duties and responsibilities, and rights. They all go hand in hand.
      Some of the duties I have for my country are:
      -Pay tax, participate and serve in the defense of my country from outside invasion, obey the rule of law,

      Some of the rights I have as a citizen are:
      -life, liberty, freedom of speech, freedom of religion, the right to be brought to justice and appoint an attorney in case of legal issues, the right to be treated as innocent until proven guilty, privacy, participate in a democratic political activities, vote…and so on.

      So unlike you, I like to see a government that asks for my duties and responsibilities, and honors my rights, which is non existent. That is why I don’t want to pay the taxes levied by the government, but you go ahead, it is your choice.

      And the reason why my people are starving is not because of sanctions, but because of wrong economic, political and diplomatic policies of the government.

Do you have any prove that there is some one who is accountable to the 2%? Ahmed, any bank in Eritrea owned by PFDJ doesn’t blong to the Eritrean people.
