The 2020 Manifesto of Eritrean Scholars and Professionals in the Diaspora

With a government that commits horrific human rights abuses against its own people, plays reckless political games in regional affairs, amidst the ongoing spread of COVID-19 pandemic and a country with one of the weakest health systems, Eritrea is currently exposed to unprecedented humanitarian and political crisis. We, the undersigned 95 Eritrean Scholars and Professionals, are writing to share our serious concerns about these issues.

 

In relation to COVID-19, a diaspora-based organization called Eritrean Healthcare Professionals Network (EHPN) has issued a statement that expressed grave concern over the status of the Eritrean health system and how the country is inadequately prepared for the pandemic. COVID-19 has posed a great challenge even for the most advanced and wealthiest countries let alone for Eritrea where there is no enough running water and with electricity service that’s frequently interrupted. To make matters even worse, the health system has been greatly impacted by a government order that closed Catholic hospitals and clinics in the country forcing significant number of health professionals to migrate to other countries. During this critical time, we Eritreans, wherever we may be, should recognize the important role we can play by making the safety and well-being of all Eritreans a priority and pressuring the government of Eritrea to open all closed hospitals and clinics, to allow NGOs to operate in the country and to stop using this pandemic as an opportunity for political and financial gains. We, Eritreans also have a responsibility to reach out a helping hand to the thousands of Eritrean refugees in Ethiopia, Sudan, Libya and elsewhere. Furthermore, we call upon the UN and World Health Organization (WHO) to urge Eritrea to comply with the WHO recommended guidelines for minimizing the risk of COVID-19, to open all closed hospitals and clinics and to release all political prisoners and prisoners with minor offenses.

 

It is also incumbent upon us Eritreans to remember that Eritrea is among countries with the highest prison population rates in the world and with prison conditions beneath human decency. Reliable sources put the number of prisoners in Eritrea in the tens of thousands. Many of them are prisoners of conscience who dared to express their views and many others who tried to flee the country or escape from the indefinite conscription into the so-called National Service. The Eritrean authorities show no mercy and are cruel to disabled veterans, underage boys and girls, expecting mothers and brides, respected elders and religious leaders, including the Head of the Eritrean Orthodox Church, His Holiness Abune Antonios who has been under house arrest since 2007 and Hajj Musa Mohammed Nur, the Board President of Al Dia Islamic School in Asmara, who died in prison on March 1, 2018. The overcrowded prisons in Eritrea include people who took part in the armed struggle, top military officers, ministers, journalists and religious leaders. It is also important to note that there are hundreds of thousands of Eritrean conscripts, many of them underage and who are currently held in prison-like military camps. Thus, at a time when the outbreak of the COVID-19 pandemic is threatening the world community, it is high time that we Eritreans race against time, come together and do everything in our power to save the people who are neglected by the illegitimate government. We can do this by sharing accurate, reliable and timely information and providing direct support to those in need.

 

In relation to internal and regional affairs, a few weeks ago, President Isaias Afwerki yet again made unwelcome remarks regarding the unfolding political situation in Ethiopia, which infuriated ordinary Ethiopians and puzzled the few who think of him as a peacemaker and a person of goodwill. Following the seemingly impromptu but controlled interview of President Isaias with two journalists who work for the only government-controlled media in the country, several Ethiopian media outlets reminded the president of Eritrea to stay away from Ethiopian politics.  In addition, some Oromo intellectuals recently addressed the issue in a coherent letter to the president. In their open letter, they called for President Isaias to refrain from his blatant acts of intervention in Ethiopian internal affairs. We agree with this statement and believe his disastrous and unwelcomed interventionist policies and meddling in the internal affairs of Ethiopia should be universally condemned. We are equally dismayed by the Eritrean regime’s attempts to interfere in Sudanese internal affairs through triggering and perpetuating ethnic conflicts particularly in the Eastern Sudan region. We resolutely oppose and strongly condemn these appalling acts of interference.

 

These are not the only times President Isaias has intervened in the affairs of other countries.  His rogue regime has bullied and undermined neighboring countries in the Horn of Africa and beyond – and has done everything possible to destabilize the region. It is an open secret that the president thrives on fomenting division and sowing discord. Therefore, we reiterate our strong condemnation of his external interventions and internal violations of basic human rights to life, liberty and dignity. We also call upon Prime Minister Abiy Ahmed to avoid falling prey to the schemes of President Isaias and becoming an inadvertent enabler and codependent of the dictatorship in Eritrea. We would like to emphasize that any secret deal between President Isaias and Prime Minister Abiy that ignores applicable laws and the interests of both peoples will inevitably increase the risk of future violence in the region.

 

Although the present state of peace between Eritrea and Ethiopia is by all means most welcome and long awaited,  it is imperative that we carefully assess the much-touted peace deal between President Isaias and Prime Minister Abiy in order to enable us to build an enduring relationship between the two countries based on the principles of peaceful co-existence, cooperation and non-intervention. We would like to reiterate that the Eritrean people stand shoulder to shoulder with their Ethiopian, Sudanese and Djiboutian brethren to promote a peaceful, cooperative and forward-looking Northeast Africa that recognizes, accepts and celebrates differences in the political, social, economic and cultural foundations of our societies and territorial integrity of our countries. We call upon the progressive elements of the region to view Eritreans as victims of President Isaias’ megalomaniac dream and to avoid creating opportunities for the dictator to destabilize our countries.

 

It is unfortunate that the Eritrean people who have endured dictatorial rule for three decades must once again wonder if Eritrea will be entangled in regional issues as a result of the president’s reckless policies. The Eritrean people aspire to have peace and stability in their region so that they can focus on making Eritrea a democracy, on rebuilding their shattered economy and on restoring the weakened social fabric. They have seen enough mayhem and dislocation to now face more unnecessary problems. The effect of the 30-year war still lingers – not only in the memories of the generation who lived through it, but also in the minds of the younger generation born after the disastrous border war of 1998-2000. Since Eritreans don’t want to take part in any deal that will expose them to future hostilities, we call upon the governments of the region, and in particular that of Ethiopia, not to entertain the excessive ambitions of a ruthless dictator craving more power.

 

Mr. Isaias Afwerki has lost the moral authority and legitimacy to rule Eritrea, and his removal from power is long overdue. It is encouraging to see Eritreans both inside and outside the country increasingly becoming aware of their future and uniting to bring change and to keep the hard-won sovereignty of their nation. As the Diaspora Eritreans continue to mobilize and organize worldwide, it is also inevitable that the legitimate and democratic fight of the Eritrean people will reach the critical phase to dislodge the oppressive regime and its leader,  who has created so much havoc and brought devastation to the lives of the Eritrean people. We firmly believe change is possible by challenging the divide and rule policies of the regime and building cohesive strategies to empower one another and to take ownership of our own destiny. Enough is Enough! And it is time to start with a new slate and install a legitimate and democratically elected Eritrean government that ensures a peaceful, just and prosperous future for all Eritreans.

መንግስቲ ኣብ ልዕሊ ህዝቡ ዘስካሕክሕ ሰብኣዊ በደል እንዳ ፈጸመ፡ ኣብ ዞባዊ ጉዳያት እውን ብዘይእዱብ ፖለቲካዊ ሽርሕታት እንዳ ተቛመረ እንከሎ፡ ለበዳ ሕማም ኮቪድ-19 ይላባዓሉ ኣብ ዘለወሉ እዋን፡ ከምኡ ድማ ትሕተ ቅርጺ ሕክምናዊ መሰላጥያታት ሃገርና ብደረጃ ዓለም ሓደ ካብ’ቶም ዝደኸሙ መሳለጥያታት ኮይኑ ይርከብ ብምህላዉ መጠን፡ ኤርትራ ናብ ሓደ ዓቢ ሰብኣውን ፖለቲካውን ቅልውላው ተቓሊዓ ትርከብ። ንሕና፡ እዞም ኣስማትና ኣብ ታሕቲ ተዘርዚሩ ዘሎ 95 ኤርትራውያን ምሁራትን ሞያውያንን፡ ብዛዕባ እዞም ተጠቒሶም ዘለዉ ሽግራት ዘለና አዚዩ ከቢድ ሻቕሎት ንምግላጽ ኢና ነዚ ጽሑፍ ነቕርብ ዘለና።

ንለበዳ ሕማም ኮቪድ-19 ብዝምልከት፡ ኣብ ስደት ዝርከብ መርበብ ኤርትራውያን ሰብ ሞያ ጥዕና ዝተባህለ ማሕበር ኣብ ዘቕረቦ ጽሑፍ፡ ንኩነታት ሕክምናዊ መሳለጥያታት ሃገርና ኣመልኪቱ፡ ኤርትራ ንለበዳ ሕማም ኮቪድ-19 ክትምክት እኹል ምድላዋት ከም ዘይገበረት ብምግምጋም ዘለዎ ከቢድ ሻቕሎት ገሊጹ። እዚ ኮቪድ-19 ዝበሃል ለበዳ ሕማም፡ ይትረፍ ነታ ብዋሕዲ ዝስተ ማይን ዝቆራረጽ ኣገልግሎት ኤለክትሪክን እትፍለጥ ሃገርና ኤርትራ፡ ነተን ብቑጠባን ካልኦት መዳያትን ንቕድሚት ኣጸቢቐን ዝሰጎማ ሃገራት እውን ዓቢ ብድሆ ኢዩ ኮይኑወን ዘሎ። እዚ ከይኣክል፡ መንግስቲ ብዘውጽኦ መምርሒ ኣብ ኤርትራ የገልግላ ዝነበራ ናይ ካቶሊካዊት ቤተክርስትያን ሕክምናታትን ንኣሽቱ መደበራት ጥዕናን ብምዕጻወን ኣብ ሃገርና ዘለዋ መሳለጥያታት ጥዕና ኣጸቢቐን ኢየን ተዳኺመን ዘለዋ። ብሰንኪ እዚ ድማ ብዙሓት ኤርትራውያን ሞያውያን ጥዕና ንሃገሮም ገዲፎም ናብ ካልኦት ሃገራት ክስደዱ ተገዲዶም ኣለዉ። ኣብ’ዚ ተኣፋፊ ግዜ፡ ንሕና ኤርትራውያን፡ ኣብ ዝሃለና ንሃሉ ብዘየገድስ፡ ዓቢ ተራ ከም ዘለና ተረዲእና ድሕነትን ውሕስነት ሂወትን ኩሎም ኤርትራውያን ከም ቀዳምነት ሰሪዕና፡ ኣብ ኤርትራ ዘሎ ስርዓት ንኩሎም ዝተዓጽዉ ሕክምናታትን መደበራት ጥዕናን ክኽፍት፡ ዘይመንግስታውያን ትካላት ኣብ ሃገርና ስርሐን ክጅምራ ክግደድ፡ ነዚ ለበዳ ሕማም ከም መመኽነይታ ተጠቒሙ ንድለባ ሃብትን ፖለቲካዊ መኽሰብን ከይጥቀመሉ ሓያል ጸቕጢ ክንፈጥረሉ ይግባእ። ንሕና ኤርትራውያን ነቶም ኣብ ፈቐዶ መዓስከራት ስደተኛታት  ዝርከቡ ኣሽሓት ኣሕዋትናን ኣሓትናን ኢድና ክንዝርግሓሎምን ሓገዛት ክንገብረሎምን ሓላፍነትና ምዃኑ ክንዝክር ይግባእ። ብተወሳኺ፡ መንግስቲ ኤርትራ በቲ ንሓደጋታት ኮቪድ-19 ንምጉዳል ተባሂሉ ዝወጸ መምርሒታት ውድብ ጥዕና ዓለም (WHO) ክቕየድ፡ ኩሎም ዝተዓጽዉ ሕክምናታትን ንኣሽቱ መደበራት ጥዕናን ክኸፍት፡ ከምኡ ድማ ንኹሎም ናይ ሕልና እሱራትን ቀለልቲ ገበናት ዝፈጸሙ እሱራትን ክፈትሕ መእንቲ ሕቡራት ሃገራትን (UN) ውድብ ጥዕና ዓለምን ጸቕጥታት ክገብሩሉ ንጽውዕ።

ኤርትራ ሓንቲ ካብ’ተን ኣብ ዓለም ብመንጽር ብዝሒ ህዝበን ዝለዓለ ቁጽሪ እሱራት ዘለወን ሃገራት ጥራይ ዘይኮነት ኢሰብኣዊ ኣተሓሕዛ እሱራት ትኽተል ምዃና ንዓና ንኤርትራውያን ንጹር ክኸውን ይግባእ። እሙናት ምንጭታት ከም ዝገልጽዎ ኣብ ኤርትራ ዘለዉ እሱራት ብዓሰርተታት ኣሽሓት ከም ዝቑጸሩ ኢዩ። መብዝሕትኦም ካብ’ዚኣቶም፡ ሓሳባቶም ዝገለጹ ናይ ሕልና እሱራት ክኾኑ ከለዉ፡ ብዙሓት ካብ’ቶም ዝተረፉ ድማ ሃገር ገዲፎም ክስደዱ ኣብ ዶባት ኤርትራ ዝተታሕዙ ወይ ከኣ እቲ ብሃገራዊ አገልግሎት ዝጽዋዕ ገደብ ዘይብሉ ግዱድ ዕስክርና መሪሩዎም ከምልጡ ዝፈተኑ ኢዮም። እቶም ሕድገትን ርህርሀን ዘይፈልጡ ጨካናት ኣዘዝቲ፡ ዝንሕፍዎ ሰብ ስለ ዘየለ፡ ኣካለ ስንኩላን ተጋደልቲ፡ ትሕተ ዕድመ ኣወዳትን ኣዋልድን፡ ነብሰጾር ኣዴታትን መርዑትን፡ ሽማግለታትን መራሕቲ ሃይማኖታትን ከይገደፉ ዝኣስሩን ዘበሳብሱን ኢዮም ጥራይ ዘይኮነ፡ ንኽቡር ኣቦናን ቀንዲ መራሒ ኦርቶዶክሳዊት ቤተክርስትያን ኤርትራ ዝኾኑን ብጹእ ኣቡነ ኣንጦንዮስ ካብ 2007 ክሳብ እዛ ሎሚ ዕለት ኣብ ገዛ ክኣስርዎም ከለዉ፡ ንፕረዚደንት ናይ’ታ ኣብ ኣስመራ ትርከብ ቤት ትምህርቲ እስልምና ኣልዲያ ዝኾኑ ክቡር ኣቦና ሓጅ ሙሳ ምሓመድ ኑር ድማ ኣሲሮም ክሳብ ዕለተ ሞቶም (መጋቢት 1 2018) ኣብ ቤት ማእሰርቲ ዳጒኖሞም። ኣብ እቶም ብጻዕቂ እሱራት ዘዕለቕለቑ ቤት ማእሰርትታት ዝተፈላለዩ ዓይነት ሰባት ከም ተጋደልቲ፡ ላዕለዎት ሓለፍቲ ሰራዊት፡ ሚኒስተራት፡ ጋዜጠኛታት፡ ከምኡ ድማ መራሕቲ ሃይማኖታት ይርከብዎም። ብተወሳኺ፡ ብኣማኢት ኣሽሓት ዝቑጸሩ ብግዱድ ዕስክርና ዝተወስዱ መንእሰያት ሃገራዊ አገልግሎት፡ ገለ ካብኣቶም ትሕተ ዕድመ ቆልዑ ኮይኖም፡ ኣብ ቤት ማእሰርቲ ዝመስሉ ወተሃደራውያን መዓስከራት ተኣኪቦም ከም ዘለዉ ምዝካር አገዳሲ ኢዩ። ስለ’ዚ፡ ዓለምና ብለበዳ ሕማም ኮቪድ-19 ተረቢጻ ኣብ ዘላትሉ ግዜ፡ ንድሕነት እቲ ቆላሕታ ስኢኑ ዘሎ ህዝብና ክንብል ኩላትና ኤርትራውያን ምስ ግዜ ክንቀዳደምን ክንሓብርን ዓቕምና ዝፈቕዶ ቀጥታዊ ሓገዛት ክንገብረሉን ንጽውዕ። ነዚ ዕላማ እዚ ዝትግበርን ዝዕወትን ሓቀኛን ኣድላዪን ግዝያውን ሓበሬታታት ብምቅብባል ጥራይ ዘይኮነ ንጽጉማት ቀጥታዊ ሓገዛት ብምግባር እውን ኢዩ።

ንውሽጣውን ዞባውን ጉዳያት ሃገርና ብዝምልከት፡ ቅድሚ ውሑዳት ሰሙናት ፕረዚደንት ኢሰያስ ኣፍወርቂ ንኣብ ኢትዮጵያ ዝምዕብል ዘሎ ፖለቲካዊ ኩነታት ዘይቅቡል መግለጺታት ሂቡ ነይሩ። እዚ መግለጺ እዚ ንብዙሓት ተራ ኢትዮጵያውያን ኣቖጢዑ ጥራይ ዘይኮነ ነቶም ኣብ ዞባና ሰላም ከምጽእ ዝኽእል ሰብ ኢዩ ኢሎም ክጽበይዎ ዝጸንሑ ውሑዳት ኢትዮጵያውያን እውን ግድል ኢዩ ኮይኑዎም። ድሕሪ እቲ ፕረዚደንት ኢሰያስ ምስ’ታ ኣብ ኤርትራ እትርከብ እንኮን መንግስታዊትን ማዕከን ተለቪዥን ዝተገብሮ ቃለ ምልልስ፡ ዝተፈላለያ ናይ ኢትዮጵያ ማዕከናት ሓበሬታ ካብ ውሽጣዊ ጉዳይ ሃገረን ኢዱ ክስሕብ ኢየን ጸዊዐን። ብተወሳኺ፡ ብዙሓት ናይ ኦሮሞ ምሁራት ንኢደ ኣእታውነት ኢሰያስ ብዝምልከት ቅሉዕ ደብዳቤ ብምጽሓፍ ብሰፊሑ ተንቲኖሞ አለዉ። ኣብ ደብዳቤኡም፡ ፕረዚደንት ኤርትራ ኣብ ውሽጣዊ ጉዳይ ኢትዮጵያ ዝገብሮ ዘሎ ቅሉዕ ምትእትታው ደው ከብሎ ጸዊዖም። ምስ’ዚ ሓሳብ እዚ ንሰማማዕ ጥራይ ዘይኮነ፡ መላእ ሕብረተሰብ ነዚ ዘይቅቡልን ሓደገኛን ምትእትታው ክነጽጎ አለዎ ኢልና ንኣምን። ብተመሳሳሊ፡ እዚ ኣብ ኤርትራ ዘሎ ስርዓት፡ ኣብ ጉዳይ ሱዳን ብፍላይ ድማ ኣብ ጉዳይ ምብራቓዊ ክፋል ሱዳን ዝፈጥሮን ዘምበድብዶን ዘሎ ዓሌታዊ ግጭት ኣዚዩ የጉህየና። ነዚ እከያዊ ምትእትታው ድማ ብትሪ ንቃወሞን ንኹንኖን።

ፕረዚደንት ኢሰያስ ኣብ ጉዳይ ካልኦት ሃገራት ዝገበሮም ምትእትታዋት እዚኣቶም ጥራይ አይኮኑን። እዚ ሕገ ኣልቦ ስርዓት ንኣብ ቀርኒ ኣፍሪቃ ዝርከባ ሃገራትን ካልኦትን ይጉንጽን የቆናጽብን ጥራይ ዘይኮነ ኣብ ዞባና ርግኣት ከይመጽእ ኩሉ ግዜ ፋሕተርተር ምስ በለ ኢዩ። ኣብ ፍልልያትን ግጭትን ዝስውድ ስርዓት ምዃኑ ድማ ሓቂ ኢዩ። ስለ’ዚ፡ ስርዓት ኢሰያስ ንዝገብሮ ዘሎ ናይ ወጻኢ ምትእትታዋት፡ ከምኡ ድማ ኣብ ውሽጢ ሃገር ንዝፍጽሞ ዘሎ ግህሰት ሂወትን ሓርነትን ክብርታትን ዘጠቓልሉ ሰብኣዊ መሰላት ብትርን ደጋጊምናን ንኹንን። ብተወሳኺ፡ ቀዳማይ ሚኒስተር ኢትዮጵያ ኣቢይ ኣሕመድ ንኢሰያስ ኣሚኑ ብተዘዋዋሪ መንገዲ ንኣብ ኤርትራ ዘሎ ፖለቲካዊ ዓመጽ ሓጋዚ ተራ ከይህልዎምን በዚ ኣብ ኤርትራ ዝወርድ ዘሎ ኣደራዕ ተረባሒ ከይከውንን ጻዊዕትና ነቕርብ። በዞም ክልተ መራሕቲ ዝፍረሙ ዘይሕጋውያንን ህዝባዊ ተቐባልነት ዘይብሎምን ኩሎም ምስጢራውያን ውዕላት ንኣብ መጻኢ ክፍጠሩ ዝኽእሉ ዞባዊ ግጭታት ብዝያዳ ስለ ዘቃልዑና ኣብ’ዚ ጉዳይ ዘለና ተቓውሞ ኣድሚቕና ነስምረሉ።

ኣብ መንጎ ኤርትራን ኢትዮጵያን ተፈጢሩ ዘሎ ተዛማዲ ሰላም ኣጸቢቕና ንደልዮን ክንጽበዮ ዝጸናሕናን ኣጋጣሚ ይኹን ደኣ እምበር፡ ኣብ መንጎ እዘን ክልተ ሃገራት ቀጻልነት ዘለዎ፡ ኣብ ሰለማውን ሓባራውን ህላወ ዘተኮረ፡ ኣብ ምትሕግጋዝን ኣብ ናይ ሓድሕዳዊ ጉዳያት ዘይምትእትታውን መሰረት ዝገበረ ዝምድና ምእንቲ ክፍጠር፡ ነቶም ኣብ መንጎ ፕረዚደንት ኢሰያስን ቀዳማይ ሚኒስተር ኣቢይ ኣሕመንድን ተገይሮም ዝበሃሉ ውዑላት ብግቡእ ክንምርምሮም አለና። ደጋጊምና ከነነጽሮ እንደሊ፡ ድልየት ህዝቢ ኤርትራ ኣብ ጎድኒ ኣሕዋት ህዝብታት ኢትዮጵያን ሱዳንን ጂቡትን ኮይኑ፡ ዞባ ሰሜናዊ ምብራቕ ኣፍሪቓ ንቕድሚት ክትውንጨፍ ምእንቲ፡ ሰላምን ምትሕግጋዝን ዝሰፈኖ ከባቢ ምፍጣር ጥራይ ዘይኮነ፡ ንናይ ህዝብታትና ፖለቲካዊ፡ ማሕበራዊ፡ ቁጠባዊ፡ ባህላዊ መሰረታትን ንናይ ኣህጉርና ዶባዊ ሕንጻጻትን ዝቕበል፡ ዘኽብር፡ ዘብዕል ሕብረተሰብ ክህልወና ኢዩ። መልእኽትና ነቶም ብኣተሓሳስባ ንቕድሚት ዝሰጎሙ ኣካላት ሕብረተሰብ ናይ’ዚ ከባቢ እምበኣርከስ፡ ህዝቢ ኤርትራ ግዳይ ናይ’ቲ ጽምኣት ስልጣን ዘለዎ ኢሰያስ ምዃኑ ተረዲኦም ንርግኣት ኣህጉርና ክዝርግ ዘኽእልዎ ዕድላት ከይከፍትሉ ነተሓሳስቦም።

ሕማቕ ኣጋጣሚ ኮይኑ፡ እዚ ንዳርጋ ሳላሳ ዓመታት ብዓማጺ ስርዓት ክመሓደር ዝጸንሐ ህዝቢ ኤርትራ፡ ሕጂ እውን ብሰንኪ ናይ’ዚ ስርዓት ዘይእዱብ ተግባራት ክሻቐል ግድን ኢዩ። ህዝቢ ኤርትራ ኣብ ዞባና ሰላምን ርግኣትን ክህሉ ዝብህግ ድማ ናብ ገዛእ ሃገሩ አቶኲሩ ንኤርትራ ደሞክራሲያዊት ሃገር ክገብራን ቁጠባ ሃገሩ ከማዕብልን ነቲ ዝተዳኸመ ማሕበራዊ ምትእስሳራቱ ከደልድልን ስለ ዝመርጽ ኢዩ። ህዝብና ብዙሕ አደራዕ ጸይሩ ስለ ዘሎ ንኻልኦት ተደረብቲ ሽግራት ክቃላዕ ኣይግበኦን። እቲ ንሳላሳ ዓመታት ዝተኻየደ ኣህላኺ ብረታዊ ቃልሲ ኣብ ዝኽሪ ናይ’ቶም በዚ መስገደል ዝሓለፉ ወለዶ ኣሎ ጥራይ ዘይኮነ፡ ኣብ ኣእምሮ ናይ’ዚ ድሕሪ ዶባዊ ኲናት ናይ 1998 – 2000 ዝተወልደ ሓዲሽ ወለዶ ኢዩ ዘሎ። ኤርትራውያን ኣብ ዝኾነ ይኹን ንግጭት ዘቃልዕ ውዕል ክኣትዉ ስለ ዘይደልዩ፡ ንኹሎም መንግስታት ዞባና፡ ብፍላይ ድማ መንግስቲ ኢትዮጵያ፡ ንናይ መላኺ ስርዓት ኢሰያስ ሕሉፍ ሕልምታት ከየአንግድ ንጽውዕ።

ኣቶ ኢሰያስ አፍወርቂ ንኤርትራ ከመሓድር ሕጋዊ ይኹን ሞራላዊ መመኽነይታታት ሲኢኑ ኢዩ። ካብ ስልጣን ንኸልግስ ድማ ግዚኡ ካብ ዝሓልፍ ብዙሕ ዓመታት ኢዩ ኣቕጺሩ። ኣብ ውሽጢ ሃገርን ወጻእን ዘለዉ ኤርትራውያን ህሉውን መጻእን ኩነታት ሃገሮም ብግቡእ ተረዲኦም ክተኣኻኸቡን ነታ ብብዙሕ ጻዕሪ ዝተረኽበት ሃገሮም ንምዕቃብ ክሰርሑን ክትርኢ ከለኻ ተስፋ ዝህብ ኢዩ። ኣብ ወጻኢ ዝርከቡ ኤርትራውያን ብዓለም ደረጃ ክተኣኻኸቡን ክውደቡን ኣብ ጀሚሮምሉ ዘለዉ ግዜ፡ እዚ ፍትሓውን ዴሞክራሲያውን ቃልሲ ኣብ ዝለዓለ ጥርዙ በጺሑ፡ ነቲ ኣብ ህዝብና እዚ ኢልካ ክቑጸር ዘይከኣል ግፍዕን ዕግርግርን ዝፈጠረ ስርዓት ኣብ ምእላይ ዓቢ ተራ ከም ዝጻወት ጥርጥር የለን። እዚ ስርዓት ተሳዒሩ ለውጢ ክመጽእ እንድሕሪ ደኣ ኮይኑ፡ ነቶም ፈላሊኻ ግዛእ ዝብሉ ሜላታቱ ክንብድህ፡ ዝተወሃሃደን ዝተኣሳሰረን ናይ ቃልሲ ስትራተጂ ተጠቒምና ሓድሕድ ክንመላላእ፡ ከምኡ ድማ ወነንቲ መጻኢና ንኹን ዝብል ጽኑዕ እምነት አለና። ዝሓለፈ ይኣክል! ኣብ ኤርትራ ብሕግን ደሞክራስን ዝተመርጸ መንግስቲ መጺኡ፡ ኹሎም ኤርትራውያን ብማዕረ ሰላምን ፍትሕን ብልጹግ መጻእን ዘስተማቕሩሉ ግዜ ካብ ሎሚ ክሓልፍ ኣይግባእን።

بيان 2020 للعلماء والمهنيين الإريتريين في الشتات

في ظل وجود حكومة اتسمت بممارسة الانتهاكات المروعة لحقوق الإنسان ضد شعبها، وعرفت بممارسة سياسيات متهورة في الشؤون الإقليمية، وسط الانتشار المستمر لوباء فيروس الكورونا COVID-19 في بلد يعاني من ضعف الأنظمة الصحية، تتعرض إريتريا حاليًا لأزمة إنسانية وسياسية غير مسبوقة. واستجابة لهذه الأزمة: نحن العلماء والمهنيين الإريتريين ال 95 الموقّعين أدناه ، نكتب للتعبير عن مخاوفنا المتزايدة بشأن هذه القضايا.

 

فيما يتعلق بالوباء COVID-19، أصدرت منظمة تدعى شبكة المهنيين الصحيين الإريتريين (EHPN) مقرها في المهجر، بيانًا أعربت فيه عن قلقها البالغ بشأن وضع النظام الصحي الإريتري وكيف أن البلاد ليست مستعدة بشكل كاف للوباء. لقد شكل هذا الوباء تحديًا كبيرًا حتى للدول الأكثر تقدمًا والأغنى موارداً ناهيك عن إريتريا حيث لا يوجد ما يكفي من المياه الصالحة للشرب متزامنة مع قطوعات مستمرة لخدمات الكهرباء. وقد فاقم الأوضاع الصحية للبلاد إلى حد كبير اغلاق الحكومة للمستشفيات والعيادات الكاثوليكية في البلاد مما أجبر عددًا كبيرًا من المهنيين الصحيين الى الهجرة إلى بلدان أخرى. في مثل هذه الظروف يجب علينا نحن الإريتريين أينما كنا أن ندرك الدور الهام الذي يمكننا أن نلعبه بجعل سلامة ورفاهية جميع الإريتريين أولوية والضغط على حكومة إريتريا لفتح جميع المستشفيات والعيادات المغلقة، والسماح للمنظمات غير الحكومية للعمل في البلاد والتوقف عن استخدام هذا الوباء كفرصة لتحقيق مكاسب سياسية ومالية. نحن الإريتريون نتحمل أيضًا مسؤولية مد يد العون لآلاف اللاجئين الإريتريين في إثيوبيا والسودان وليبيا وأماكن أخرى. علاوة على ذلك ندعو الأمم المتحدة ومنظمة الصحة العالمية (WHO) لحث إريتريا للامتثال للمبادئ والتوجيهات الموصي بها من قبل منظمة الصحة العالمية للحد من خطر COVID-19، لفتح جميع المستشفيات والعيادات المغلقة وإطلاق سراح جميع السجناء السياسيين والسجناء المحكومين في الجرائم الصغيرة.

 

كما يتعين علينا نحن الإريتريين أن نتذكر أن إريتريا هي من بين البلدان التي لديها أعلى معدلات للسجناء في العالم في ظروف سجن تنتهك فيه الكرامة البشرية. إن المصادر الموثوقة تشير إلى أن اعداد السجناء تبلغ عشرات الالاف وكثير منهم من سجناء الرأي الذين تجرأوا على التعبير عن آرائهم، كما أن العديد منهم من الذين حاولوا الفرار من البلاد أو الفرار من التجنيد للخدمة الوطنية غير محددة الأجل. وفوق هذا فقد عرف عن السلطات الارترية عدم إظهار أي رحمة في معاملة المحاربين القدامى المعاقين والصبيان والفتيات القصر والأمهات الحوامل، والشيوخ المحترمين والقادة الدينيين، بما في ذلك رئيس الكنيسة الأرثوذكسية الإريترية، قداسة الأب أنطونيوس الذي لايزال في الإقامة الجبرية منذ عام 2007، والحاج موسى محمد نور، رئيس مجلس إدارة مدرسة الضياء الإسلامية في أسمرة، الذي توفي في السجن في الأول من مارس 2018. إن السجون الإرترية المكتظة تحوي بداخلها أشخاصًا شاركوا في النضال المسلح وكبار الضباط العسكريين والوزراء والصحفيين والقادة الدينيين. ومن المهم أيضًا ملاحظة أن هناك مئات الآلاف من المجندين الإريتريين، وكثير منهم دون السن القانونية، وهم محتجزون حاليًا في معسكرات عسكرية تشبه السجون.  وفي الوقت الذي يهدد فيه تفشي جائحة COVID-19 المجتمع الدولي، فقد حان الوقت نحن الإريتريون أن نسابق الزمن، ونتكاتف ونفعل كل ما بوسعنا لإنقاذ شعبنا الذي تهمله الحكومة غير الشرعية.  ويمكننا القيام بذلك من خلال مشاركة وتبادل المعلومات الدقيقة والموثوقة وفي الوقت المناسب وتوفير الدعم المباشر للمحتاجين.

 

فيما يتعلق بالشؤون الداخلية والإقليمية، قبل بضعة أسابيع، أدلى الرئيس أسياس أفورقي مرة أخرى بملاحظات غير مرحب بها فيما يتعلق بتطورات الوضع السياسي في إثيوبيا، مما أثار حفيظة الإثيوبيين العاديين وحيّر القلة الذين يعتقدون أنه صانع سلام وشخص ذو نوايا حسنة على السواء. في أعقاب المقابلة (التي يبدو أنها مرتجلة ولكن حول أسئلة متفق عليها مسبقاً) للرئيس أسياس مع اثنين من الصحفيين الذين يعملون في وسائل الإعلام الوحيدة المملوكة للنظام، قامت وسائط الإعلام الإثيوبية بتذكير رئيس إريتريا كي ينأى بنفسه بعيدا عن التدخل في السياسة الإثيوبية. إضافة إلى ذلك قام عدد من مثقفي الأورومو بالتصدي لهذه المسألة مؤخرًا في رسالة محكمة إلى الرئيس. وفي رسالتهم المفتوحة دعوا الرئيس أسياس إلى التوقف عن تدخلاته الصارخة في الشؤون الداخلية الإثيوبية. نحن من جانبنا نتفق مع هذه الرسالة ونعتقد أنه يجب إدانة سياسات التدخل الكارثية وغير المرغوب فيها للرئيس في الشؤون الداخلية لإثيوبيا. كما أننا نشعر بالقلق من محاولات النظام الإريتري التدخل في الشؤون الداخلية السودانية من خلال إثارة النعرات والصراعات العرقية وخاصة في منطقة شرق السودان، ونعلن معارضتنا وإدانتنا لهذه الممارسات غير المقبولة.

 

هذه ليست الأوقات الوحيدة التي تدخل فيها الرئيس أسياس في شؤون البلدان الأخرى، لقد سبق وقام نظامه المارق بالتنمر وممارسة الخداع على الدول المجاورة في القرن الأفريقي وما جاوزها – وقام بكل ما هو ممكن لزعزعة استقرار المنطقة، وأنه لم يعد سراً ان الرئيس يعيش على زرع بذور الفرقة والخلافات. لذلك نكرر إدانتنا القوية لتدخلاته الخارجية وانتهاكاته الداخلية لحقوق الإنسان الأساسية في الحياة والحرية والكرامة، كما نناشد رئيس الوزراء الأثيوبي أبي أحمد أن يتجنب الوقوع فريسة لمخططات الرئيس أسياس وأن يصبح عامل تمكين غير مقصود ومتعاون مع الدكتاتورية في إريتريا. ونود التأكيد على أن أي صفقة سرية بين الرئيس أسياس ورئيس الوزراء أبي تتجاهل القوانين المتعارف عليها ومصالح الشعبين ستزيد حتماً من خطر العنف المستقبلي في المنطقة.

 

على الرغم من أن عملية السلام الحالية بين إريتريا وإثيوبيا والتي طال انتظارها مرحب بها للغاية وبكل الوسائل، فمن الضروري أن نقيّم بعناية اتفاق السلام الذي تم الترويج له كثيرًا بين الرئيس أسياس ورئيس الوزراء أبي وذلك من أجل بناء علاقة مستدامة بين البلدين على أساس التعايش السلمي والتعاون وعدم التدخل في شؤون الغير. نود أن نكرر أن الشعب الإريتري يقف جنبا إلى جنب مع إخوانه الإثيوبيين والسودانيين و الجيبوتيين من أجل تعزيز السلام والتعاون وتحقيق التطلعات في شمال شرق إفريقيا، تعاون يعترف ويقبل بالاختلافات في الأسس السياسية والاجتماعية والاقتصادية والثقافية لمجتمعاتنا والسلامة الإقليمية لبلداننا. ندعو العناصر التقدمية في المنطقة إلى النظر إلى الإريتريين كضحايا لحلم جنون العظمة الذي أصاب الرئيس أسياس وتجنب خلق فرص للديكتاتور لزعزعة استقرار بلداننا.

 

من المؤسف أن الشعب الإريتري الذي عانى من حكم ديكتاتوري لثلاثة عقود وجب عليه أن يتساءل مرة أخرى عما إذا كانت إريتريا سوف تتورط في الصراعات الإقليمية نتيجة لسياسات الرئيس المتهورة. إن الشعب الإرتري يتطلع إلى السلام والاستقرار في منطقته حتى يتمكن من التركيز على جعل إريتريا ديمقراطية، وإعادة بناء اقتصاده المحطّم، ورتق النسيج الاجتماعي الضعيف، إذ انه رأى ما يكفي من الفوضى والاضطراب وليس بحاجة لمواجهة المزيد من المشاكل غير الضرورية. لا يزال تأثير الحرب التي استمرت 30 عامًا باقيا – ليس فقط في ذكريات الجيل الذي عاش من خلالها، ولكن أيضًا في عقول الجيل الأصغر الذي ولد بعد حرب الحدود الكارثية 1998-2000. بما أن الإريتريين لا يريدون المشاركة في أي صفقة تعرضهم للأعمال العدائية في المستقبل ، لذلك نحن نناشد حكومات المنطقة، ولا سيما حكومة إثيوبيا، ألا ترحّب بالطموحات المفرطة لدكتاتور ليس لديه رحمة لشعبه ويتوق إلى المزيد من السلطة.

 

لقد فقد السيد أسياس أفورقي السلطة الأخلاقية والشرعية لحكم إريتريا، وأن إبعاده عن السلطة كان يفترض أن يتم منذ وقت طويل. من المشجع أن نرى الإريتريين داخل البلاد وخارجها يدركون بشكل متزايد مستقبلهم ويتّحدون لإحداث التغيير والحفاظ على السيادة التي حصلت عليها بلادهم بشق الأنفس ولهذا يواصل الإريتريون في الشتات التعبئة والتنظيم في جميع أنحاء العالم. إنه من المحتّم أيضًا أن يصل الكفاح الشرعي والديمقراطي للشعب الإريتري إلى المرحلة الحاسمة التي يتمكن فيها من إزالة النظام القمعي وزعيمه، الذي تسبب في الكثير من الخراب وجلب الدمار إلى حياة الشعب الإريتري. نحن نؤمن إيمانا راسخا بأن التغيير ممكن من خلال تحدي سياسات فرق تسد للنظام وبناء استراتيجيات متماسكة لتمكين بعضنا البعض وتحديد مصيرنا. كفى، لقد طفح الكيل وحان الوقت للبدء في مرحلة جديدة وإقامة حكومة إرترية شرعية منتخبة ديمقراطيا تضمن مستقبل سلمي وعادل ومزدهر لجميع الإريتريين.

    Hallelujah!!! At last, Eritrean Intellectuals are awake to SAVE ERITREA.
    Issayas Afewerki Abraha Miratch must be laughing to DEATH <<< Hey, Hey! Hey ! An idea just pops out of my mini-mind — for the liberation of the battered Eritreans where ever they are scattered around the Globe. It is FREEDOM DAY. As the Italians say: FINALMENTE!

    This is A DAY to remember when Eritrean Intellectuals of the Highest Educational Universal Standard — Ph D Degree got together to SAVE ERITREA. There must be something with the caronavirus that triggered the consciousness of Eritrean Intellectuals to realize that ERITREA is already in purgatory under a ruthless individual dictator who vouched to destroy Eritrea into pieces. To be accurate, his vow is: “kereyekum iye “ [ “I will show you” in English literal translation].

    Hallelujah, we know have ninety-five( 95) [1] Eritrean Intellectuals, with Ph D Degrees, tightening their belts to SAVE whatever is possible to salvage out of battered Eritrea under so many forces. Eritrea has NEVER had an independent history by itself, for itself. NEVER. As a full fledged Eritrean from every angle, I am NOT less than any other Eritrean. Period! From that angle, I would be ecstatic to be corrected, for my own education. The usual slandering, insulting and appearing to be more Eritrean than the next Eritrean on the Internet is nothing more than idle occupation with no hope for the future.

    Here is the problem, this approach works when you have a conventional government. i don’t think this letter is going to make any different. i am a very optimistic person but this type of approach been used multiple times. to remove the dictator in Eritrea there are two choices. one option and the realistic option is arm struggle and the second one is natural death of the president. other than this everything else is west of time.

    Given their noticeable prolonged absence from the struggle, such protest is better than none at all and the impostors, no doubt, will notice as a serious sign of Eritrean people’s seismic shift against them, but as they say…. one drop of water does not make a rain…. If these Doctors are serious, they will need to roll up their sleeves, join and stay within the justice seekers not only until these bastards are brought to account for their Crime Against Humanity but also till the country is back to normalcy and its people breath sigh of relief. The Litmus Test of their commitment however will be demonstrated by whether or not they take part in Yiakl’s Annual Conference this year. My sincere hope is: they are not a bunch of hypocrites, who say, write etc. for a mere photo op

    The Doctors need not carry guns nor limit themselves to writing a Manifesto. They can do a lot.
    They can create different task forces and join the opposition camp by providing all the necessary intellectual resources Eritreans need to free the country from a brutal enemy.
    Higdef is a fascist junta, expecting them to handover power to people even in the absence of their leader is unthinkable. Unfortunately, they seem to have opted to fight to the bitter end.

    Lets love and respect ourselves first and do with the same intensity to our brothers and sisters,lets try that for a day….guaranteed our woes and ailments will dissipate like the morning fog giving us a clear view beyond the tip of our nose.I work with intellectuals,drs,practitioners,institutional leaders,surgeons everyday……..the most wisest and deepest conversation I ever encountered came from a retired hospital volunteer who was a career deep sea welder, I am not against a society rich and loaded with highly skilled and educated work force however this wealth can be easily squandered if there is a bankruptcy of wisdom and the depth and skill set of leadership to harvest and pass this wealth for generations to come,are you getting the picture in real time? everyone of us counts,for it is when we all get together from top to bottom that we will put fear to the enemy’s heart get them packing tomorrow through the backdoor.

    Hopefully this is the beginning of a grand re-awakening that will lead to tangible next steps in removing the serial killing machine once and for all. Unless this manifesto gives birth to a credible leadership team that re-defines nationhood in terms of human dignity, however, we could be saying “enough is enough” a year from now with nothing to show for it. When measured against human dignity, Eritrea’s sovereignty has meant absolutely nothing. If I was a 10 year old kid in 1991, I am a 40 year old slave today, robbed of life by a geographically sovereign nation that guarantees my failure — by design. Atomized and made to feel unwelcome in my own country, like many others, I leave. Eritrea, bleeding its youthful energy year-over-year, becomes poorer and weaker. So far, it has been impossible for Eritreans to come together to reverse this suicidal trajectory.

    But as my favorite philosopher, Muhammed Ali, once said: “Impossible is temporary. Impossible is not a declaration. It’s a dare”. And this enlightened group certainly has the capacity to dare (if it is willing); to create the critically needed leadership team, that can transition Eritrea into a viable nation where its people can live in dignity. Many, who preached without practice, have come and gone. The authors of this manifesto obviously have the caliber to be different. To dare. Please don’t let this be another flash in the pan. We need you to stay engaged in creating a credible leadership team that practices what it preaches for the window of opportunity to prevent Eritrea’s death by suicide is getting narrower and narrower

      You said it all. But .. but you may have also heard this before: “ognuno vive in funzione della propria cultura”. Everyone lives according to his/her culture.
      Part of the problem is that our culture is a fertile ground for dictatorship. We need to change that. We are weak because we are intolerant. Oppressive cultures create oppressive leaders.
